Method:

Combine the low fat sour cream, milk and sugar in and stir until it is
combined. Cover and let stand out for 8 hours to thicken. Refrigerate 4
hours before using.

Wash and cut the onion, sweet pepper and zucchini into small cubes. Cut
the green onion into small slices.

Boil some water in a cooking pot. Add in little bit of
oil and salt. When it is boil, add in spiral macaroni and stir. Remove
from water when it is cooked.

In cooking pan, pour some vegetable oil and put it over medium heat.
Add in the ground beef and stir until it is cooked.

Add in canned tomato, herbs, onions, sweet pepper and zucchini and
stir. Cook for about 15 minutes. Add salt and pepper.

Put the macaroni in a baking pan. Pour the beef and vegetables mixture
on it. Sprinkle the cheese and sour cream on it.

Preheat the oven at 400°F. Put in the baking pan and bake
for 20 minutes. Sprinkle some green onion on it and it is ready to be
served.
